TVA Moves Closer to Building America’s First Small Modular Nuclear Reactor

A major federal milestone strengthens Oak Ridge’s role at the forefront of America’s next generation of nuclear energy.

The Tennessee Valley Authority has cleared a significant hurdle in its effort to build the nation’s first utility-led Small Modular Reactor (SMR) at the Clinch River Nuclear Site near Oak Ridge.

 

Federal regulators have advanced TVA’s application through an important stage of the review process, moving the project one step closer to becoming a reality. While additional regulatory approvals are still required before construction can begin, the milestone represents one of the biggest developments yet for the project.

 

Unlike traditional nuclear power plants, SMRs are designed to be smaller, more efficient, and less expensive to build. TVA plans to use the GE Hitachi BWRX-300 design, which would generate approximately 300 megawatts of electricity—enough to power hundreds of thousands of homes while providing reliable, carbon-free energy.

 

The Clinch River site has long been viewed as one of the nation's premier locations for advanced nuclear technology. Situated near the Oak Ridge National Laboratory and supported by a highly skilled workforce, the project reinforces East Tennessee's decades-long leadership in nuclear science, engineering, and energy innovation. TVA previously became the first U.S. utility to receive an early site permit for a small modular reactor at the location, and the project has since received federal support to accelerate development.

 

If approved and constructed, the reactor would mark a historic milestone for both TVA and the United States, serving as the first commercial deployment of its kind by an American utility. Beyond providing additional electricity for the Tennessee Valley, the project is expected to create construction jobs, support regional suppliers, and further establish Oak Ridge as a hub for next-generation energy technology.

 

While the project still faces additional licensing and construction milestones, the latest regulatory progress signals continued momentum for one of the most closely watched energy initiatives in the country. For East Tennessee, it represents another chapter in the region's long-standing role as a national leader in nuclear research, innovation, and the future of American energy.
