Major Investment Is Reshaping Knoxville’s Magnolia Avenue Corridor |

A major stretch of East Knoxville is entering another phase of redevelopment as public streetscape improvements and a proposed $98.5 million private project move forward near Magnolia Avenue and Covenant Health Park.
Knoxville City Council has approved the next phase of the Magnolia Avenue Streetscape Project, a $3.1 million investment that will extend improvements eastward between North Bertrand and North Kyle streets. The work will include new sidewalks, curbs, bike lanes, lighting, landscaping and upgraded transit stops.
The project is the latest step in a longer effort to modernize Magnolia Avenue and improve connections between downtown, East Knoxville neighborhoods and commercial areas farther east. The city says it has already invested about $9 million in Magnolia Avenue infrastructure and utility upgrades, with long-term plans to continue improvements toward Cherry Street.
At the same time, one of the largest proposed private developments in the area is taking shape near Covenant Health Park.
City Council has authorized negotiations on a tax-incentive agreement tied to a proposed $98.5 million development by WP South Acquisitions LLC at Patton and Georgia streets. Plans call for 335 apartments, including workforce housing, along with structured parking for 420 vehicles.
The project would also add public-facing improvements beyond the residential buildings themselves, including greenway amenities and a pedestrian bridge over First Creek that would connect the development with the First Creek at Austin community.
Those connections are becoming increasingly important as the area around Covenant Health Park continues to evolve.
The stadium opened in 2025 and has become an anchor for redevelopment along the eastern edge of downtown. The city has also been investing in nearby greenway connections and pedestrian infrastructure as part of a broader push to make East Knoxville neighborhoods easier to reach on foot and by bicycle.
Together, the Magnolia Avenue improvements and new residential proposal point to a bigger shift in the corridor.
What was once largely viewed as a transportation route between downtown and East Knoxville is increasingly becoming a mixed-use district with new housing, recreation, businesses and public infrastructure clustered around the stadium and warehouse district.
For residents, the changes could mean more housing choices, improved sidewalks and bike access, better transit facilities and stronger links between existing East Knoxville neighborhoods and downtown.
The scale of investment also makes this more than another road-construction story. Between the $3.1 million streetscape phase and the proposed $98.5 million private development, the Magnolia Avenue and east downtown corridor is becoming one of Knoxville’s most active redevelopment areas. |
